From our point of view, this concerns the articulation of aspects ranging from the physical (urban, infrastructural and environmental), social (economical, cultural and existential), ecological (considering three kinds: mental, social and environmental) and those related to citizen´s safety, and the contemporary persona problematic, appointing on local development from a socio-spatial conception of productive territories. This is in direct relationship with the privileged adyacent neighborhoods of Gavea, Leblon and São Conrado, establishing a very particular situation of inclusion-exclusion.

Like this, if from one side accessibility conditions are good, on the other,  the existing roadway system is absolutely insufficient, inefficient and restrictive. Therefore, a redesign of this network and a reformulation of the public transport system are basic structural measures to be taken.

Some places, specially one named Barrio Barcelos, hold very strong commercial characteristics but it loses the opportunity of becoming a typical urban center, by attracting people from the neighborhoods, due to its public spaces disorder and lack of quality. This fact indicates the urgent need of investments in work and income generation, considering the development of its specific local labor.

There is no senior high nor technical mid-schools and it constitutes one of the most outstanding needs restraining the local progress. Also, no cultural facilities are provided which is one of the very frequent residential associations demands.

No hospital to answer the community´s serious health problems, obstruction of the drainage systems, precarious water distribution, precarious system of internal roadways, uncontrolled housing expansion and the gap in residential demands, complete the state of the situation.

The urban project strategies should begin with the proper analysis of the “locus” structure, the close listening to the inhabitant demands with a clear concept on the articulation of the formal-informal, an Intelligent Conectivity and Interface System conceived as a project strategy, establishing a socio-spatial structural hierarchy, in successive stages of the four aspects considered at the beginning (physical, social, ecological and contemporary problematics of the persona).

The notion of productive territories and  the right to urbanity support the proposition of socio-spatial restructuring, based on a hierarchy of poles, centres and urban cells, seeking to re-territorialize and de-stratify the place. Thus, it´s about rethinking the necessary cultural logic to transform the subjectivity, turning excluded urban people into active agents of  social change. It´s necessary to figure out new devices destined to make the involved agents cooperate, through effective and agreed  projects, on public and private programs related to a brand new kind of  habitats and uses to multiple population segments.

Nowadays it is required to define in the dissolution, operating in-between!!!
